I'd be interested to know what branch of the government (or what department: FEMA, Homeland Security, CDC, etc) provided you with the letter, hosted the seminar, or presented the document that you've linked to.
I ask this for two reasons. The first is that I'm skeptical of the scenarios that you've outlined actually having been approved and conducted by the federal government, and the second is that if they are indeed doing this, I want the right information in my hands to go to my congresscritters and senatebots to FIXTHISNOW.
I've done searches on google (albeit brief ones) and none of them are able to support what you've written about with any documents. I'd like to make clear that I do NOT believe in conspiracy theories, but I do believe in keeping a watchful eye on big brother because you don't need a conspiracy to do something wrong and get away with it.
Thanks in advance for anything that I can use to go to my representatives with or do some follow on research of my own.

(this is why i like her as a commenter - she doesn't insist you take her point of view, but rather puts things up, albeit with her own comments, for her readers own interpretation.) i did see a couple of other links in the comments. i don't know if they'll help you, and i do agree that better documentation would be handy - actually, so does ebonypearl :-p. i'll see if i can't go back and find them, and post them here, with appropriate attributes.

I can make up my own mind about it, but right now my mind is that FEMA went to the religious community and asked for help. THERE IS NO EVIDENCE THAT THEY (the gubermint) CREATED THE MATERIAL. She asks us to take her story at face value that the government was involved without providing any evidence other than her own testimony.
I choose to wait for evidence before forming my opinion.
